Author: Possibly Ulisse Aldrovandi (1522-1605). May also be Jakob Ruff (1500-1558) 

Book: "Monstrorum Historia" from the series "Opera Omnia" (General Natural History, 1642). If by Ruff, it could be from De conceptu et generationi hominis, et ils quae circa hec potissimum consyderantur, libri sex (Zurich: Christophorus Froschoverus, 1554).
